SB 103 states that if an animal known to have a propensity towards violence attacks and kills a human being, the owner can be charged with a felony for not properly taking care of the animal. AB 103 is similar but applied to dog bites, where if a dog bites someone on two separate occasions, its owner can be charged with a misdemeanor.
